5. Grants and Financial Support for a Civil Defence Warehouse

In 2025, the Human Protection and Civil Defence Programme 2025–2026 was launched in Poland, offering local government units up to 100% funding for creating and equipping reserve warehouses. Eligible expenditures include purchasing storage containers, logistics equipment and setting up temporary shelter sites.

This means municipalities and cities can implement a container-based Civil Defence warehouse with virtually no own funds, in cooperation with the provincial governor.
